I worked in a Program Management Office once upon a time.  One of our site "sys admins" emailed us asking whether a firewall port would need to be opened so that a user at a satellite office that is going to start working from home could connect to the web app.

 

I informed the "sys admin" that, based on the general configuration within the organization, that the user would have to connect to the satellite office via VPN and then the "sys admin" just needed to make sure that the firewall at her site allowed the remote site's VPN subnet IP address space through.

 

That began an entire series of emails about "how do I know if the remote user is connecting in via VPN"  (answer - organizational policy requires it), "what's the remote site's VPN subnet address"  (answer - dunno...  not my remote site). 

 

Eventually, a half a dozen emails later, the Program Manager stepped in and informed the site "sys admin" that his team had answered the questions completely within the boundaries of their knowledge and she needed to direct her remaining questions to the sys admins at the satellite office and her own management.
