Has anyone found the cause of the issue? I tried several methods mentioned above (except reinstall MSMQ / Solarwinds ) but still not fix the problem.
I am monitoring the MSMQ folder "C:\Windows\System32\msmq\storage\" now, if the folders size > 250MB I will receive an alert email. I had to manually restart the MSMQ service to clear the queue.
I did try use Solarwinds to restart the service automatically but the depend services did not restart properly. As suggested (https://thwack.solarwinds.com/docs/DOC-174945) I created an independent monitor (VBscript) to monitor MSMQ. The VBscript is running as a schedule task on the poller every 30 minutes. Instead of checking number of messages in the queue, it will check the MSMQ storage folder size. By default it locates at "C:\Windows\System32\msmq\storage\". If the folder size is > 250MB, it will restart MSMQ service and its depend services. You will receive an email to alert and confirm restart status. (Thanks again for SendMail codes).
The script is attached. Please change the codes between line 8 and 25 to meet your requirement
