IPAM doesn't recognize between devices on licensing level. You give IPAM subnet and it simply scans through all IPs and gets the details (status + snmp info). For what you describe it looks you try to put "nodes" on Atlas, not IPAM IP addresses. there should be not a direct relation ship between IP address limit in IPAM and nodes on your map.
