The "Configuration Wizard" is the "Configure Server" button, which it appears you've already executed without success. The only other thing I can think of is the IIS side of the PowerShell configuration is not properly configured. Have you tried recycling the PowerShell site and related AppPools to see if this resolves the issue? If it does not, please open a case with support so we can delve into the issue deeper. We'll likely need to look at the resulting output of the Configure Server action on the Exchange server. That log file is located under "C:\ProgramData\Solarwinds\Logs\APM\RunWinRMConfigurator.log"
