Although it appeared the server was serving up DNS properly as it is the primary for the local clients at it's location, I tried your suggestion and received a timeout. I then tried on the local host itself, and received a timeout(no firewalls involved at that point, windows firewall was off). During my initial troubleshooting, before I created this post, I had found they had a forwarder defined which was from an old DNS server that was not online anymore. I removed this assuming that the server had access to use the root hints. That assumption was incorrect. Once I added a valid forwarder, DNS resolution began to function normally again on that server and the monitor came back up.
